Buying an existing charter company is the best way to own a part 135 charter business. Building it from scratch requires extensive knowledge, resources and a 3 to 5 year timeframe. To get some features it could take even longer.

Build from scratch or buy an existing 135 company?

You can start a part 135 certificate on your own. The FAA has over 400 applications pending. It is estimated to be taking about 3-5 years to get approval depending on your certificate level. We initially considered starting our own and decided not to after considering the time and the cost. Keeping management personnel and an exclusive use airplane for that long of a period is not practical for many people. You also need detailed knowledge about all the requirements and create your own manuals for the FAA to approve.


There are many things to consider when buying a charter company. It is important to know that you cannot buy a part 135 certificate alone. What you usually do is buy a company that owns a 135 certificate, thereby acquiring the 135 certificate as an asset of the company.

Main part 135 Certificate levels

135 certificates have a few levels

1. Single pilot (only one named pilot up to 3 planes)

If you are planning to fly your own plane as a charter, a single pilot 135 is an option. It has the advantage that you don't need management personnel but has significant drawbacks being that it is hard to grow as a profitable business. Upgrading from a single pilot to basic could be very time consuming. active in the certificate, the reason I offered is because the advantage it provides the buyer to keep the active status of the company is an attractive factor we can offer.

2. Basic (5 pilots, 5 airplanes, management personnel)

Basic is more structured. You are required to have management staff, a Director of Operations, Chief pilot and Director of Maintenance. Although the FAA typically allows you to combine the DO and Chief pilot positions at this level. With this certificate you can have your own check airmen and instructors which allow you to approve your pilots in house. If you think of a charter as a business, I think a basic certificate is the minimum you should be looking to acquire.

3. Standard/full (unlimited pilots, unlimited airplanes, management personnel required)

This is the highest level, requiring all 3 management personnel. You have the advantage of growing without limitations.

Besides the certificate level, the value of the certificate depends on many other facts including: Time of operation - the longer the certificate is operational the better the value Features
Jet approved - Jet approval is an expensive process.
